Bushfire Regulations Update

Bushfire reform and legislation was introduced to Western Australia in 2015 and since then the role of bushfire consultants has become important in achieving successful planning and building outcomes.
This presentation will focus on the planning process, building legislation and the bushfire framework review for buildings constructed in bushfire prone areas, including the methods to achieve compliance when meeting AS 3959 and the National Construction Code.
Following the regulation update, Buchan Principal Will Lakin will present on successful disaster relief response – Re:START Container Mall, which was constructed following the devastating 2011 Christchurch Earthquakes. The shopping precinct made from shipping containers helped re-establish amenities which had been destroyed in the earthquakes and encouraged local commerce and tourism to ‘restart’ in the area.
Re:START is an inspiring example of what can be achieved when Contractors, Investors, Consultants and Architects come together to deliver on short-to-medium term design initiatives to make a long-lasting difference and help impacted communities get back on their feet following a disaster.

René is a fire safety engineer and bushfire practitioner, who possesses over 18 years of experience from various aspects of fire design to fire engineering project management. Having worked throughout Europe and Australia, in both the public and private sectors.
René has strong commercial and technical capability in developing and delivering fire safety design strategies and fire engineered performance solutions.
Having studied fire engineering in the UK with The University of Wales and completing a first-class honours degree. René is a chartered fire engineer with Engineers of Australia and is an FPAA accredited bushfire practitioner.
René has worked on significant complex projects from stadiums to airport terminals to high-rise mixed-use developments and recently with government departments for the review of combustible cladding.

Moira is an accomplished bushfire and fire safety engineering consultant, who possesses more than ten years’ experience working in the fire safety industry in Australia. With strong technical capability and proven experience in developing and delivering bushfire design and management strategies and fire engineered performance solutions.
Moira has significant experience in assessing bushfire risk and providing management strategies including policy reviews and bushfire related technical advice. Some past projects and clients include Perth Airport, Department of Defence, and Department of Education.

Will is an enthusiastic, versatile and entrepreneurial Architect, masterplanner, design leader and practice manager. Will has a passion for his profession and has sought to build a career and portfolio of culturally sensitive ‘City Making’ architecture.
Will has a practice and academic specialism of contemporary architecture in complex urban environments. Seeking to advance the social, cultural, economic and environmental sustainability of community scale projects.
Will has held lecturing roles at Plymouth University in England and In Western Australia at Curtin, UWA and Notre Dame Universities.
Public roles included a CABE appointed South West Regional Design Review Panelist and Design Enabler. Will currently sits on the WA State Design Review Panel reviewing projects of State Significance.
