The QCCP project locates an administrative hub into the geographical centre of Queanbeyan to support a vibrant cultural precinct. The public nature of the project behoved both client and project team to seek the greatest public good from the project – a generator of social, economic and environmental benefit.

The project response to this challege is evident in early design decisions. Project siting retains existing trees – prioritising their value aesthetically and practically. Recognising the cultural value of the neighbouring heritage buildings, the lower floor levels sensitively engage the context whilst establishing new urban spaces. Existing buildings have been respectfully edited or amended to improve functionality, accessibility and capacity, recognising their implicit value both environmentally and socially. The resulting built form – two elemental towers set upon a free-form masonry base, minimises overshadowing of future redevelopment sites, ensuring neighbouring blocks benefited from enhanced prospect onto the newly created public realm.

The Nellie Hamilton Centre consolidates staff that were spread over 11 buildings and 2km into four levels in one new building. COX put considerable effort into understanding Council’s requirements, consulting with many user groups multiple times. The result is a considered and crafted asset for Council and the community which links the old to the new and provides capacity for future growth. The new building provides Queanbeyan’s CBD the space to be further transformed and gives maximum opportunity for successful future developments surrounding the precinct.
